After Panasonic Energy selected De Soto for its $4 billion battery facility, KDOT faced an immediate need to strengthen the local street network to support construction traffic and long-term operations. To accelerate delivery, KDOT selected BHC for early-phase data collection and right-of-way determination along 4.5 miles of 103rd Street and Lexington Avenue. BHC’s survey work gave KDOT what it needed to advance initial design and begin right-of-way acquisition while the design-build team finalized details, supporting a progressive design-build approach and coordinating right-of-way efforts alongside nearby private development.
