When federal COVID-related relief funding opened a narrow window for transportation investment, Missouri-side communities within the Mid-America Regional Council (MARC) faced a familiar challenge: pavement needs were growing while local revenues were tightening. The group committed $8.4 million to help cities sustain maintenance programs and keep streets in service through the disruption. MARC selected BHC to build the program, evaluating candidate projects from each municipality across the four-county area and packaging selected work into bid-ready construction bundles. To make the process consistent and transparent, BHC developed a GIS-based system that lets cities submit routes directly, estimate construction costs, check eligibility against funding constraints, generate bid documents, and track progress through construction.
