Carter Avenue is a frequently traveled two-lane connector serving multiple Merriam businesses. The corridor runs parallel to and crosses the BNSF Railroad, with portions of the roadway located within the railroad right-of-way. An Evergy substation west of the corridor relies on Carter Avenue for access. These constraints required careful coordination and elevated the project beyond a typical roadway improvement. Improvements included full pavement replacement, with mill and overlay performed in select locations. The project also added sidewalk connections to improve pedestrian access from the south to the City Park. This project was funded through Johnson County CARS.
