With $8.4 million in federal COVID-related funding made available for transportation-related relief, communities on the Missouri side of Mid-America Regional Council (MARC) chose to use those funds to help cities supplement their pavement maintenance efforts to offset reduced revenue during the pandemic. MARC selected BHC to develop a program to evaluate candidate projects from each municipality in the 4-County area and bundle the selected work into construction packages for bidding. BHC is developing a GIS-based system that allows cities to directly submit their desired projects, estimate likely construction costs, evaluate suitability of routes per funding constraints, generate bid documents, and track construction progress.
